About Us

The aim of the Digital Library Licensing Service (DLLS) is to provide public libraries, archives, and museum libraries with high quality digital content, discounted prices, and generous licensing terms. 

This service builds on the resources already provided through Reference Online and is designed to offer a wider range of digital content to support lifelong learning.

The Digital Library Licensing Service is managed by JISC Collections and funded by the Museums, Libraries and Archives Council.

High quality content

In consultation with public librarians, we have selected and licensed a range of online resources that will be accessible and relevant to library users. 

Discounted prices

The resources are offered at reduced subscription rates negotiated on behalf of public libraries. We understand libraries’ funding constraints and focus on providing value for money with no restrictions on the numbers of users for each resource. 

We have consulted with librarians to devise a price banding [link to Banding page] model for subscriptions that is accepted by local authorities and publishers.

Generous licensing terms

Resources are provided using an agreed model licence, which is straightforward and clear, allowing content to be used in ways that reflect the current digital environment. All resources have been procured under local and European procurement regulations and conform to agreed standards.
